Basic Law of Government
The answer to every government problem is to spend more money and hire more people. But there is far more to it than that. Also, basic economics courses should be required for all politicians.

When activated, the "Walk/Don't Walk" lights start to flash in your direction several seconds before the yellow traffic signal light come on. This flashing can tell the traffic farther away from the light to let off of the gas because the light is about to turn yellow. This means they can coast some ot the distance the driver would otherwise have his or her foot on the accelerator. That helps reduce the amount of break wear on the vehicle, and can reduce the number of vehicles going under the light as it turns red. To gain this benefit, all you have to do is set the system to be on all the time instead of being activated on demand by the pedestrian. Some of the systems display a timer that counts down until the red light in place of the "Walk/Don't Walk" sign.
