As a retired Air Force E-9 who has served our country over 30 years I believe to have some insight into today's "overseas contingency operations."
First, Afghanistan - get out; or be prepared and willing to kill every Taliban we find. Training their forces will take years, if possible at all. They cannot be bombed into the Stone Age since they are already there. The people have no history of, concept of, or any intentions of becoming a democratic, representative government. Regardless what their government will eventually be called, tribal rule has and will continue to be the dominant form of government. Everything there is a sham to mask impossible goals as they are currently defined. If our military is not given the opportunity to totally eradicate the poppy fields which financially support the Taliban because our congress doesn't have the stomach for it; then get out. There is a product called "Roundup". I am sure we could make plenty of it. Would Greenpeace be upset? Oh darn! Perhaps, if we do that, the populace will rise up and take care of business. We have the means and the technology but just not the will.
Secondly, our enemies are not in Afghanistan but in Pakistan. We know it, the Taliban knows it, Al Qaida knows it, the Pakistanis know it, and the world knows it. That's where the fight should be - if were going to fight at all. Many more people died in 9/11 related events than in Pearl Harbor, when actual war was declared - regardless of other perceived nefarious reasons.
Thirdly, we need to go into the insurgent infested areas with OVERWHELMING military force and utterly destroy any remaining infrastructure and any and all means of their survival. These are the fanatical cowards who are continuing to cause mayhem all over the world. If we have collateral damage, so be it. WE MUST DESTROY THE ENEMIES WILL TO FIGHT. Did collateral damage deter us from bombing Germany and Japan into submission? Does Hiroshima and Nagasaki ring a bell? How about Berlin, Koln, and Dresden? Did we sent observers to the bomb sites to inspect whether or not any civilians were killed? If we destroy the fanatic's operations or if they stop their actions, the collateral damage will also cease. Any force which does not abide by the Geneva Convention does not deserve to be protected by it. I really don't believe beheading is one of the allowable ways to deal with captured prisoners; are we going to incur the hatred of the rest of the world when we water board? Who cares? Those that like us will continue to and those that don't will continue to as well. Remember, no nation had permanent friends - just permanent interests. Look at England (revolutionary war, etc), Germany, Italy and, Japan. Were we not mortal enemies at one time? Pakistan is more worried about India than any other country. Let them continue to worry and let us take care of the rest. Iran and North Korea will talk us to death and promise anything until they possess nuclear arsenals. Then the game might truly be over.
This war, oops, contingency operations, (what a misnomer) can be won but we need people who have the courage and the guts to say to the world - "go to hell", we'll do it our way. Believe it, another 9/11 will happen, no ifs or buts about it.
(Am I too easy about this?)
